我们先看看这题涉及的知识点，然后再结合本题来理解。






大致总结一下

1、SRO是指行业自律组织，没有政府授权的SRO就是单纯的SRO，它不是independent regulators，就没有执行rule的权力。

2、SRO如果获得政府授权，那么它就既属于SRO，有属于independent regulators，有执行Rule的权力。

3、有一类independent regulator，并不是SRO，但是它也有执行Rule的权力。比如PCAOB这个组织。


那么我们再看本题的问题


是否Juydee是因为是independent regulator，不是SRO 所以 只能执行implement 不是指定规定或policy（由gov指定的policy)是吗？

并不是，J是independent regulator，它是可以执行政府的规则的。


但如果J是SRO 的话， J 就可以指定policy 了是吗？

并不是，J是SRO并且得到政府授权，也就是既是SRO又是独立监管者，它才可以执行policy。

如果J只是个没有政府授权的SRO，它不能执行policy。
