具体要看题目情景，不过Underfunded + Low abilibity to make contributions，看到的题目，基本上都是降低Risk tolerance，所以建议按本题的答案记忆。
Underfunded导致Pension asset的Risk tolerance下降；雇主的Low ability to make contritbuion也会导致Pension asset的Risk tolerance下降。
那Underfunded + Low ability to make contribution，综合的影响是Risk tolerance下降。
