A想表达的是：RAF作为一个非短期的战略层面的东西，是比较稳定的。

经济变动情况时，管理层可以基于RAF的框架，对公司实操层面的风险管理措施和allocation等一些东西调整，而不会因为市场的变化偏离之前定下的更长远的 risk appetite。
