众数是出现做多的数，由于本题描述的是横轴的“return interval”，所以就是看哪个return interval（区间）出现的次数最多。
图像的纵轴是这个区间对应的发生频率。例如“8%-13%”这个区间就发生了4次。
所以可以看出，return interval发生最多的就是纵轴frequency最高的，也就是7次。图像里一共有3个“return interval”发生了7次，分别是 3% to 8%, 18% to 23%, and 28% to 33%.这三个区间每个都是众数。要注意众数不是7。
换句话讲，这道题的的众数是3% to 8%,和18% to 23%, 和 28% to 33%。即有3个众数。选择C选项。
