haircut是担保品的市值和贷款金额之间的差额。这个折扣的存在就是为了防止抵押品市值下降从而给lender带来风险。

对于borrower而言，他在金融危机的时候想要借钱来度过金融危机，可是，由于金融危机的顺周期性，在本该需要钱的时候，金融危机的存在让borrower借到的钱更少了。

haircut是different between the fair value of the collateral and loan.

Eg. You want to use your house valued $100m as collateral and wants to get a  &100 loan from the Bank. But the bank will devalue your house at $80 and the difference is the haircut.
