机构ips算return要不要加inflation

2011年Q3的endowment算return没有加inflation，2013年Q6就加了inflation，请问如何区分，谢谢

2011年Q3原文：forecasts the inflation rate of WU’s operating expenses to be equal to the growth rate of the Higher Education Price Index (HEPI), which is expected to be 4% annually.

答案是(0.05) + (0.04) + (0.0055) = 0.0955 or 9.55%

明显加了inflation
