MOCK题好多都考的特别细，这道考的是原版书讲OPB的一段话：
通常政府是要求公司必须要有plan asset来cover DB plan，但是对OPB的要求就没那么严格，所以公司可以不用建立OPB的fund。而且一旦OPB对公司来说变得负担特别沉重，公司是可以选择不再继续提供这种福利的，所以BC选项都是题目里这个university没有对health care福利建立fund的原因。A选项不对，是因为医保福利是给现在的职工的，按照权责发生制原则，是现在的职工赚到的福利保障，就应该现在确认费用，这点跟DB plan是类似的，所以不是future period的费用。
