治理分析侧重点发生根本变化，考察的内容包括：

1）法治与制度健全性（是否有完善法律体系、合同能否执行）

2）政府腐败程度（是否存在系统性贪腐问题）

3）民主与政治稳定性（是否是专制、是否有选举）

4）财政纪律与透明度（是否频繁违约、是否隐瞒财政数据）

这些都是主权层面的治理指标，而非企业层面的治理结构（如董事会、薪酬、投票权结构等）

所以，主权债的治理分析方法与股票最不一样。
