同学你好，B选项就是下面讲义截图的蓝色部分，金融系统的第二个功能的意思

讲义说了金融系统可以决定利率，而决定利率的方式就是通过匹配供应的存款和借款的需求，所以本质就是金融系统可以通过匹配存贷款的供应和需求从而实现其职能，这和B选项的表述是一致的
