这个答案的意思是bootstrapping只能基于已有的样本数据生成新数据，不能创造出样本中未出现过的数据。比如过去的数据从未出现过极端情况，也无法预测出未来可能出现的极端情况。这个跟我们课堂上讲的意思也差不多，考试没有简答题，我们只要知道这个说法是正确的就可以了。
