C.Reduced access of low-income populations to water and sanitation.对于低收入人群来说，水和卫生的获取途径会减少。这句话本身是没问题的，但是这句话不能够用来解释B国水分数下降的原因啊，只能说是一个描述，如果要解释原因，B肯定是最合适的
