双重股权结构实际上可能会削弱小股东的权利，因为持有较少投票权的股票的股东（通常是小股东）在公司决策中的影响力被稀释。这种结构容易导致创始人和管理层利用其控制权做出对小股东不利的决策。因此，双重股权结构不但不能保护小股东的权利，反而可能使他们被剥削。
