因为这个项目是高碳项目,所以不符合ESG的倡议,那么政府会对项目多征税,那么项目的盈利能力会降低,所以如果以项目的名义在外面融资,那么肯定要给外部投资者更高的利率的,也就是说借债的成本上升了。您要站在项目端来看成本问题哈~所以这里的cost就是借债的成本(也是还息的利率)
