这部分没讲清楚。前面在说降低利率可以刺激经济，因为融资利率低了，会去贷款。但是后面说到negative interest rate时候，又再说存款利率？感觉前后对于interest rate定义不一致。

原版书上有这么一句话，
As long as this value exceeds the explicit cost of holding those deposits
—in the form of a negative interest rate—there is no incentive to convert deposits into cash.
In such circumstances, negative policy rates may be achievable and sustainable.
所以对于negative interest rate而言，更多地是从存款利率这个角度来分析的。
