《巴黎协定》的目标是：“ limit the temperature increase to 2°C (36°F) above pre-industrial levels by the end of the century”，也就是说，到本世纪末，将温度上升限制在比工业化前水平高2°C(36°F)以内。但《巴黎协定》不具有法律约束力。

讲义上没有说是本世纪末，而且老师反复强调是个long-term goal没有具体时间啊……而且没有法律约束力是not legally binding under international law，local law也不具备么？

我们的教材中多处提到过Paris Agreement，其中一处提到了在本世纪末，将温度上升限制在比工业化前水平高2°C(36°F)以内。也有很多地方没有明确说是需要到“by the end of the century”来实现。这道题是我们的课后题，在考试和课后习题中，都有很多基于原文的题目。这个细节就注意一下就好，无论有没有加上“by the end of the century”，都是正确的。

《巴黎协定》不具备任何法律约束力，无论是在国际性质的或者是地区性的。很多国家会有自己的指导方针，比如说我国就有“30/60”/“碳达峰”、“碳中和”的指导方针。欧盟也有自己的指导方针。《巴黎协定》是在全球范围内应对气候变化的一个重要里程碑。
