goal的改变偏微观，比如讲义上举机构投资者的例子时说，Changes in business conditions affecting the organization supporting the fund and, therefore, expected changes in the cash flows. 翻译一下，由于业务条件（business conditions）发生变化，影响到了提供资金的组织（sponsor），因此影响到了现金流。而这个影响对A机构投资者重大，但可能对B机构投资者来说是无关紧要的。
而belief的改变偏宏观，比如讲义上举的例子，changes in the economic environment and capital market expectations，是受到整个经济环境、市场预期的变化影响。这个变化对市场上所有的机构投资者都有影响，所以是belief的改变。
