所以，治理导向的投资者会优先与董事会接触，而不是从管理层（senior management）开始。如果议题涉及战略层面或治理结构调整（如董事独立性、薪酬方案、股东权利等），董事会是最合适的起点。

2. Company-focused engagement 是否直接找 senior management？
