视频这里有说到independent regulator的特性，但少了关于not independent regulator的说明吧，所以就误以为是一般regulator的特性，这道题就做错了

SRO的监督权力来自两方面，一方面是来自于政府。另一方面是来自于行业内部的约束力，比如大家选个头儿。

你说的 “没有政府授予权力的机构都不是合法的监督机构，没有人会去遵守这种机构的监督” 请具体截个讲义图给我看下。
