预付的保险费2年间是变小了 ，就对应 prepaid expense，预付费用变小，说明公司本期没有继续预付费用了，反而是结转了一些前期预付的费用，所以相当于是现金的流入
应付的水电账单今年也增加了，对应的就是other accrued liabilities,应付账单变大了，也说明公司本期欠水电公司的钱更多了，相当于一种现金流入
而other operating expense本身是本期需要支付的现金流出，所以把现金流出和流入按照正确的现金流方法计算，就能得到本题的答案
