负外部性，例如一个工厂生产中把污水排到了运河中，给社会带来了严重的成本（社会成本），给环境、周边居民等等带来了危害，它自己没有承担任何成本（个人成本）。在它的财报上是没有这一笔成本费用的，也就相当于没有体现在商品价格中。当负外部性发生时，社会成本>个人成本。解决负外部性的方法是将成本“内部化”，使其给社会带来的成本体现自己公司的账目上，例如：水污染净化成本，或者水污染处罚，这样公司才能重视负外部性的事件。
